Lott, Winsor A. ALBANY Winsor A. Lott passed away on October 24, 2022, at Albany Medical Center after a long battle with congestive heart failure. He was 90 years of age. Winsor was born in Kingston, Pa., in the Wilkes Barre district parsonage of the Methodist Episcopal Church. His father was Reverend Fred E. Lott, the district suprintendent, and his mother was Mabel Decker Lott, the daughter and grand-daughter of Methodist ministers. He grew up in Kingston, Pa., Johnson City, N.Y., and Binghamton, N.Y. After graduation from Binghamton Central High School, he attended Syracuse University. He received an A.B. degree in 1954, with a dual major in English and education and a commission in the United States Army reserves. He was soon called to active duty, and served from 1954 to 1956. He received an honorable discharge with a rank of first lieutenant, and was a member of American Legion Post 1520. Winsor was a teacher of English in Binghamton and earned a M.A. in guidance and counseling from Syracuse University. In 1959, he was asked to join the State Department of Education. He received a doctorate in education, an Ed.D., in 1975, in the field of educational administration. He worked in the State Education Department's examinations and scholarships programs until 1988, when he retired as director of the Division of Educational Testing. His chief concern was that the department's many examinations met the standards set by the National Council on Measurement in Education (NCME), the American Educational Research Association (AERA), and the American Psychological Association (APA), all of which he was a member. Winsor was predeceased by his parents, his sister, Ida May Lott; and his brother, Fred Lott. He is survived by his wife of 32 years, Carolyn Byrne, who gave him loving care throughout his final years. He is also survived by his sister, Caroline Coffey of Vestal, N.Y. He is survived by his former wife, Judith Lott of Schenectady, and their four children and families: Steven Lott (Cindy Ann Bowers), their two children, Xander Lott and Hannah Lott, and their grandchild, Nori Lott; Elizabeth Lott (Michos Tzovaras) and their two children, Aristeas Tzovaras and Mihalis Tzovaras; Catherine Lott and her two children, Christopher Kaszluga and Helena Kaszluga; and Nancy Lott (Andrew Jewell) and their two children, Winsor Jewell and Sumner Jewell. At Winsor's request, there will be no calling hours or burial services. His remains will be interred in the Prospect Hill Cemetery in Guilderland.
