Dear Family, I am so sorry I am just getting this link and I am even more sorry that I was unable to attend the funeral. He was a wonderful man and I really wanted to pay my respects to him and to give you my condolences personally. Though I know you all are so strong and support each other well, I am still praying for you all to gain more strength and peace. Love you all. Connie Permar, Taylors, SC

Bill was my first boss and mentor when I joined the Department of Transportation as Public Transit director in 1974. His professionalism and sound advice kept me focused on the department's priorities and helped shape my career (which is not over yet!) It was a pleasure to have worked for him. Best wishes to his wonderful family.
