Douglas Kozar Obituary
Tampa Police spokesman Laura McElroy said the crash killed Kate D. Kohlier, 24, of 14601 N. 43rd St., and Douglas J. Kozar, 23, of 409 S. Albany Ave.
Both worked for the hotel's event staff and were leaving work just before 2 a.m. when they were hit by a 2011 black Cadillac as they walked on the sidewalk.
A third worker, Joao Amando Fonseca Barbosa, 47, of 7322 Solano Court, jumped out of the way of the Cadillac, injuring his ankle. He was treated at Tampa General Hospital, McElroy said.
The Cadillac's driver, Matthew R. Moye, 33, of 3310 Ferdinand Ave., has been charged with two counts of vehicular homicide, two counts of DUI manslaughter and one count of DUI with injury.
McElroy said the crash happened as Moye's vehicle traveled south on South Harbour Island Boulevard at a high rate of speed. As the car approached the Harbour Island bridge, it crossed the road and traveled on the sidewalk for about 200 feet.
The car caught Kohlier and Kozar from behind. Police found Kohlier dead on the sidewalk. Kozar was found in a nearby planter and died in an ambulance on the way to the hospital, McElroy said.
Tampa Fire Rescue pulled Moye, his wife and two female passengers from the wrecked Cadillac. None of them was injured, McElroy said.
The crash remains under investigation.

I met Doug while at school in Tampa. He was a very genuine and kind person. I never once saw him without a smile on his face. To his family, you raised a fine young man and I am so sad to be writing this to you, today. I am so sorry for your loss, and I know nothing will alleviate the pain, but please know you are in many of our thoughts and prayers. He was a great friend to many, and I am grateful to have known him.

My thoughts and prayers are with Doug and his family. A good friend works at the Marriott Waterside as a banquet supervisor and worked very close with Doug. I believe I went to St.Matthews with Doug in Hastings. I moved to Cortlandt Manor mid-first grade, and I never got the chance to meet Doug again. Sad to find out a young friend lived so close all along...RIP

Doug was a beautiful young man from a wonderful family, who are now dealing with his (and his co-workers') infuriatingly senseless, unfathomable loss. To my dearest family, some things I'd like to say...
but first of all, to let you know, that I arrived okay.

It was always my philosophy and I'd like it for you too...
