Marshall, you were the Greatest cousin I ever had. We were only five months apart (in age). It was nice seeing you at the Harper family Christmas parties. I can't believe that you are gone. I will cherish the memories of you in my heart always. I know that your parents Barnett and Jo Harper, all of your aunts and uncles are reuniting with you up in Heaven. Rest in peace Marshall.
I met Marshall in the 90s when he returned from the assignment in Croatia. To consolidate his knowledge of Croatian, he registered for a class in my School of Croatian Language and Literature. Despite his busy schedule at work, he took time to regularly attend the class and to work on the assignments in order to master the Croatian language. At that time I also met Sania. Soon after we became friends. It always was a great pleasure for me to meet them at social gatherings and visit them at their home. Now, it is hard to believe that Marshall's life ended so early.
May our Lord grant Marshall peace and joy in His Eternal Home.

You were a wonderfully supportive father to our two girls, Mercedes and Michaela. We all miss you so much already, and will never forget what a fun-loving man you were. Michele Mitchell Harper Rucker
Marshall was a unique and special man. I knew him through Sanja, and met his daughters on a few occasions; it was quickly obvious that he was a very proud and caring father. I am so sorry for his loss, especially to the immediate family. May the happy memories comfort you now and always. -Diane

Joseph and Hilda Mitchell.
we got to know Marshall many years ago, during his stay in Croatia. With his friendliness and kindness he quickly found the way into our hearts. The memory of him, as a very warm and loving person, will always stay there. In this sad time, we will think of his family and beloved ones.
Will never forget the good professional and friendly relations when meeting in Zagreb in 1997.

It was a pleasure working with Marshall in Zagreb and later meeting his daughters after we had both returned to Washington. He was a true professional and great father. He will be greatly missed.
Our paths crossed briefly in the 1990's with NATO but my thoughts always remain. May God rest your soul.
We will always cherish our happy moments with Marshall and Sanja in California, years ago. At this time of loss, may Marshall's family and loved ones find comfort in happy memories and in knowing others sympathize and care.
Prayers and thoughts for the family
I knew him as a colleague for only a short time more than a decade ago, but he stays in my memory as a fine soldier and a loving father.
Rest in Peace, Marshall.
Our two wonderful daughters, Mercedes and Michaela, were always so precious to you. Of your many accomplishment, they were your greatest. You were a fantastic father, and I know you will be there in spirit for them throughout their lives. We all miss you, Michele Mitchell Harper Rucker
I am very sorry God be your comforter.
Dear Marshall, when I get sad I just have to remember that you are still with us but we can't see you. Provide us with support and guidance wher ever you are. I will continue to pray for your eternal peace so you could run and cycle care free throughout gardens of paradise.
