To the Payne family my wife Pat and I offer our deepest sympathy at the passing of our dear friend Donald. We have watched him progress from one successful endeavor to another, all with grace and dignity. Thank you for sharing him with us for so long. He shall never be forgotten.

To The Payne Family.

Deepest condolences from my family.

Words are inadequate to express how you showed your unconditioned love for the People of the Republic of Liberia - West Africa.

Thank you so much Congressman Payne for all you have done for us. You will surely be missed.

To Council President Donald M. Payne, Jr., Wanda, Nicole, Uncle Bill, Aunt Kathryn, Craig, Shakir, Don Payne, III, Jack, Yvonne and Samir; thanks a million for sharing your father, brother, uncle, grandfather and great-grandfather with us. Liberians will forever remain grateful to you.

One thing I remember and will really miss about Congressman Payne is his "caring for people globally" and his "good sense of humor".

We all loved him but God loves him best. He is in a better place resting in the Bosom of the Heavenly Father. May his Soul and the Souls of all Faithful departed rest in perfect peace. May light perpetual shine on him. AMEN
