It was a true privilege knowing this brilliant man. He was a very down to earth sort of person that would help any Agency, Department or person that needed his expertise. He will be greatly missed my many.

I have had the honor and pleasure of working with Jesse during our entire career (28 years) at the highly classified nuclear weapons components plant operated by The Bendix Corporation and later by Allied Signal Corp. It is still in operation at a new facility close to Highway's 71 and 150, and is now operated by Honeywell INC.

We hired in separately in 1958, but worked in different sections of the plant until 1970. Jess were assigned to develop the newly formed Technical Security group in 1969. I joined him in1970 and we worked closely together until we retired the same day in 1986.

Because of the high security of the plant operation, the Technical Security section developed procedures to control access to sensitive areas, initiated and controlled security of all computer systems, protected classified material and documents, inspected the telephone systems regularly, and implemented all security requirements specified by The Atomic Energy Commission (later known as the Nuclear Regulatory Commission, N.R.C.).

Due to the security requirements, we could not discuss our work outside of the specific security areas, so very few folks, including our families, knew what our work was. Jesse was an amazing engineer (and thinker) and developed many tests and procedures that were adopted by the N.R.C. for their regulations throughout the entire nuclear complex. He received numerous commendations and wide recognition throughout the N.R.C. for his innovative work and knowledge.

Jesse, we will miss you.
Sincerely, Jim E. Hand
