I was saddened to hear of Paul's passing. My good memories go back to 1982 when I transferred to what was then ARMTE. Paul was such a down to earth and very approachable man, even as he raised through the ranks. I will think of him and miss him when I drive through the neighborhood. You all are in my thoughts and prayers. God Bless!

We were honored and blessed to have known Paul. He was a true patriot who loved God, family and Country. Though a “high ranking” Naval Officer, and civilian, he was very down to earth and friendly. We extend our sincere condolences and prayers to Joy and family.

Lucy and I were so blessed to have been a friend to the finest naval officer in the United State Navy, Admiral Paul Arthur. We will miss him dearly for he was my mentor that I looked up to. I truly enjoyed my times being with the Admiral in uniform inspecting the NJROTC at Gadsden and Santa Teresa High Schools, the meets with the ROA and at NMSU's ECEA. We loved the Admiral very much. RADM Arthur was everything you could want in a Naval Officer. He treated both officer and enlisted with dignity and respect. We met in 1967 when I came home from Vietnam to attend NMSU. He encouraged me all the way and is one of the major reasons I stayed in the Navy Reserve. He will be missed greatly.

RADM Arthur was my senior rater at WSMR. I worked with him on the Range Commanders Council where he proved to be the most patriotic and diligent public service I ever met. He leaves behind a legacy of ethics, love of country and family, and professional pride. Job well done!

Paul was a good man that I greatly admired. His love and loyalty to his family and friends was unmatched. I will miss him. Godspeed Admiral.
Paul was a mentor, teacher, cheerleader and most of all an example of all that is good in life. I am honored to have worked with him, and blessed to have known him. Joy, family, our prayers are with you.
