SALINAS, CA – James "Jim" Arthur Watts, Jr., 74, passed away on December 19, 2013. Jim was born on August 17, 1939 in Buffalo, New York to James and Lucy Watts. Upon his graduation from high school, he joined the U.S. Navy and spent most of his four years aboard the USS Ticonderoga, traveling all over the world. Upon nearing the end of his service career, he was stationed at the Naval Air Base at the Monterey Peninsula Airport.
He met his wife, Kay Milazzo in 1951; they were married for 52 years. Jim graduated from the Monterey Peninsula College in 1969, with an Associate in Arts degree and also from Golden Gate University in 1975, with a Bachelor's degree in Administration of Justice. In 1964, Jim joined the Pacific Grove Police Department, and was appointed as the Acting Chief in 1993. He had the honor of attending the FBI National Academy. Jim retired as Chief of Police in 1997 and spent the next two years traveling around the United States and Canada in his motor home with Kay and their dog, Jojo by his side.
Jim belonged to the Salinas Elks Club and was a member of the Pacific Grove-New Monterey Lion's Club, where he served as President. Jim was also a member of the Monterey County Peace Officer's Association, serving as President for two years.
Besides Kay, Jim leaves behind his two sons, Marc and Chris, along with five grandchildren; Steven, Michael, Merrisa, Christopher and Serena.
A Celebration of Jim's Life will be held on Friday, December 27, 2013 at 2:00pm at the San Carlos Cemetery Chapel located at 792 Fremont St. in Monterey, CA 93940. Arrangements are entrusted to the Healey Mortuary & Crematory.

Until this very day, my grandfathers passing is still a hard pill to swallow. I come on here often to read everyone’s sweet comments in hopes it’ll help take the pain away. I miss him dearly! :,(

Kay and Family: I just heard about Jim's passing. My parents were members of the motorhome group and I have very fond memories of Jim at the outings that I was able to attend. My condolensences to all of you.I believe that my parents and of those that have passed are up in heaven having their own outings..

Dearest Kay, Mark and Chris,
Gary and I are heartbroken to hear of Jim's passing. He was just the greatest guy ever and he will be deeply missed. We both cherish all the times we spent with you in Pismo Beach and at your home for New Years. We had so many great times. Kay, you are very special to me and I pray you and the boys have great comfort in knowing how wonderful Jim was as well as all the good he did for Pacific Grove. We plan to be at the celebration of his life. Tiffany always thought it was so neat that she shared the same birthday as Jim. Blessing to you all. READING THIS MAKES ME VERY SAD. JIM WAS A VERY DEAR FRIEND OF MINE ON AND OFF DUTY. WE BOTH WENT TO MPC TOGETHER TO GET OUR AA DEGREES AND THEN WE DID THE SAME AT GOLDEN GATE UNIVERSITY WHEN WE GOT OUR BA DEGREES.
WHEN I WORKED FOR THE MONTEREY POLICE DEPARTMENT AND LATER THE SHERIFF'S DEPARTMENT I WOULD OFTEN SEE HIM AND ONCE IN A WHILE NEEDED HIS HELP.
