Shirley and I are saddened to hear of Joe's passing and offer our condolences to Edie and the Misurelli family. Joe appointed me Chief of Police in 2001 and was always fully committed to the Police Department as well as the entire City. He was the best boss, and City Manager the City will ever have. RIP Joe, you were the best of the best.

I filling in the form, I had trouble selecting my relationship with Joe. To me, he was above all a Very Close Friend, He was also a coworker, a mentor, a Teacher, and an absolute genius while running The Crystal Lake. I first really got to know Jo when Carl Wehde (Mayor at the time) appointed me to the Planning commission. While there, Joe taught me the finer points of Planning, and again when I was appointed to the Zoning Board of Appeals. After my election to City Council in 1993 I found out just what a genius he was in running the City, managing a very large staff and his Fiscal responsibilities. Joe won many State, Federal, and Organizational awards for his fiscal responsibility, analytical reasoning for his yearly City Budget . During my terms Joe reduced taxes, built water treatment plants made our Police, Firemen, and all City workers the envy of the County and the State and the list goes on and on. He consistent provided Council members with the resources needed to make good decisions and attain results. He was always fully alert to the weaknesses, strengths, threats and opportunities facing the City. During his time at the City of Crystal Lake, Joe himself faced many obstacles usually in the form of newly elected politician's with a single agenda. Joe dealt tactfully with everyone and handled each situation with poise and understanding in a calm and objective manner. One thing that many people may not know, is when the North Shore came to the City for annexation because the roads were crumbling, Septic tanks were leaching into Crystal Lake, and the drinking water was questionable at best. Joe worked tirelessly to assist the residents. Joe and I even took a trip to Springfield to meet with the Governor where he was successful in negotiating grant money for the residents to hook up to City water and sewer. During that trip Joe and I built a friendship based on honesty and trust, but mainly because Joe was an all around Great person who showed extreme loyalty, genuine concern for others and always displayed a cheerful and pleasant demeanor. I will miss him as will everyone he ever came in contact with. Rest in Peace my Friend.
