I first met David at York University when we were on the same floor in the Vanier College student residence. We went our separate ways and it was only several years later that we were reacquainted when we were both working at EMR. He was an exceptional person who was respectful of others. I remember him well from my years at EMR and also several subsequent projects that we collaborated on while I worked at Finance. The last time that we met was several months ago. It was purely by chance at Emerald Plaza. He was accompanied by a large but very sociable white dog. The two of them were in total harmony with each other that day. David and I reminisced about the “good old days” of working together while Jocelyne helped entertain his dog. We agreed that we should get together again with some of the other retirees but alas we never did. As we walked back to our vehicle Jocelyne made a comment to me that although she had never met David before he seemed like a “really nice man”… and that he certainly was… many times over.

David was one of the first executives I worked for in my civil service career, in the mid- to late eighties. To me, he always came across as easy-going and bright. My condolences.

I joined the Renewable and Electrical Energy Division in 2002 when David was the Director. He was a quiet, yet cheerful man who really did trust and empower his employees. I am deeply saddened at his passing yet take heart that he was enjoying his retirement to the fullest. I am unable to attend the visitation and service, but will be thinking of you. My sincerest condolences on your loss.

David was my first Director when I joined the public service and he taught me many lessons about how to be a good public servant. I am happy to have known David. My condolences.

Dear Burpee Family: I am deeply sorry to learn of David's death. Please accept my sincere condolences. I worked with David at EMR in the mid-70s and after leaving that department followed his progress from a distance. He was a clear thinker, a hard worker and made important policy contributions.
