I worked with Sarge for ten years in special education administration. Sarge was a strong mentor and very knowledgable in the fine points of special education finance having assisted in the development of the AB 601 funding model for California special education programs. Sarge was a strong voice for the needs of special education children in California and served them well for his entire career. He leaves a huge void in California special education policy development and implementation.
I had the extreme pleasure of working with Sarge the entire 19 years he was The SELPA director with Tehama County Department of Education in Red Bluff, CA. He took charge my second year of teaching. Sarge always had the time to spent with the teachers to problem solve issues about serving our students. There would be answers- solutions. He was so knowledgeable about law and procedures. It was his knowledge and quest to better serve students that built programs, aligned districts with county programs and created new positions. Even through some hard economic times, Sarge with his budgeting wisdom pulled our programs through without any major cuts. Sarge was always an advocate for our students and others with his work statewide. It brings a smile to my face to open an assessment instrument or read an article where James Kennedy's name is referenced. It makes me proud to have been affiliated with one of the greatest advocates for the profession I am dedicated to serve-teaching children with special needs and physical impairments. I have missed him dearly since his retirement, only to be topped by his passing.
Sarge was the greatest leader I have been blessed to have guide my directions in early days as a special educator. Truly a great man of all men. My love and prayers with all of his family and friends. May all the special memories of his life bring peace as we all look forward to hearing his great chuckles and feel that warm hug again.
Sarge was a great guy with a lot of patience for those of us that needed his wisdom in figuring out how sped. funding worked. He was always there to help everyone. May he rest in peace.
I didn't personally know Sarge, but I certainly KNEW OF HIM! I am a 28 year veteran of special education finance in California, and the imprint Sarge left will be his legacy for a long, long time. He will always be remembered.

I was lucky to know Sarge during our school days in Napa. Along with other close friends we listened to popular music, Sarge knew all of the songs, and had youthful adventures. Just a few years ago Pat and Sarge shared lunch with my wife and I in Santa Rosa. Just a few weeks ago we talked about lunch with a friend in Napa. As a fellow educator, I greatly admired Sarge's work to offer special services to those students in need. I will greatly miss his wonderful humor and knowledge.
