Norris was a great friend and business associate for many years. I worked with him for many years when I was the Development Services Manager for Sandy City and was responsible for the review of all commercial and industrial projects in Sandy. We had a great working relationship. We always tried to make sure we contacted him on all projects but once in awhile we missed one. If we messed up and did not contact him as we should have on a project, Norris would call and give me the "one minute reprimand" and we would apologize for messing up. Once that was done, we went on to the next project and learned from our mistakes. Norris never held a grudge with us and we always worked well together. I will miss him.
Gil Avellar, Planning Director at Sandy City
My heart aches for my Cousins. I am truly sorry for their loss. Uncle Norris was a great man and will be deeply missed. I love you guys!
I had the pleasure to visit with Norris annually at the EPA Region VIII conference for about 20 years. He was a truely good man...not always the best poker play. He ran a great pretreatment program and willingly shared his knowledge. He spoke softly and was delightful to be around. It was an honor to be an associate and friend. God bless you Jo.
Saying goodbye was one of the hardest things I have ever had to. The memories I have are all that's left but will never be forgotten. My heart aches for the loss f such a wonderful man. My deepest condolences to Jo, Paul, Lonny and Jamie may you all find peace in your hearts. I will forever miss you and always love you uncle Norris.

Please accept my condolences on the passing of Norris. My dealings with Norris were always on a professional basis and, though he didn't always give me what I was asking for, he was always fair and reasonable, and was one of the nicest guys in the valley to deal with. He taught me a lot about water treatment, and I appreciated his wisdom.
Our condolences go out to all the family, we are sure going to miss him. He was a great friend and brother in law, we hadn't seen him in quite a while, wish we would have stayed in touch. Love, Rod & Betty

I called Norris the southern gentleman not just because he spoke with a soft voice but because he took me under his wing at a conference in Bismarc ND and kept me safe there all the years to follow. He truly was one of the last of his kind and I will miss him very much. My thoughts are with Jo and his family while you deal with such a great loss. I really thought the world of Norris. Love always, Lynora.
