General Davis was the commanding officer of then Air Training Command (ATC) when I served on the HQ ATC staff. He made it clear to all new staff personnel that they had one primary function: Serve the troops in the field. He made this expectation clear during his face-to-face formal orientations of all new staff personnel. He also directed his staff to remain in close contact with their counterpart(s) on the Air Staff. These two memories, in particular, stand out in my mind because no other commanding general ever took the time or made the effort during my subsequent staff tours. General Davis did. His genuine leadership generated loyal followership.
