I'm am so saddened to hear of the passing of my friend and shipmate. I met Frank when he first arrived at Bethesda and then again in Sigonella and other places over the years. He was truly an Officer, mentor and scholar who led at the "tip of the spear". Rest in peace my friend, we have the watch. Semper fi

I will remember Frank as a dedicated officer who placed others before himself. He was always ready to listen attentively and offer words of wisdom because he sincerely cared. His actions in life reflect that and his legacy will live on in the many he inspired. Frank stands the watch in a different post now. God Bless him.

Frank Williams was one of the finest individuals I have ever met. He was a superb colleague and a wonderful friend. He had tremendous enthusiasm and passion for developing a malaria vaccine and he worked closely with many of us at the Naval Medical Research Center, donating his free time to help us with this mission. He was a courageous and fine officer, volunteering to be deployed so that others would not have to go. He was one of the bravest people I've had the honor to know and I will miss him terribly.

I will always cherish the time that we had together working at the Defense Medical Standardization Board. Being a small command, we were a tight-knit organization…and the fact that we were a tri-service unit added a unique diversity to our experience together. Frank and I both shared a strong love family and country. He found tremendous strength and support from his family that allowed him to follow his Navy career. I wish him “fair winds and following seas” in the life here after.
