Cecil was an extraordinary person that touched all he met. I remember his expression when he gave the prayer at the NAFA World Series and a streaker ran around the bases in front of him and the Japanese team. Cecil just kept his facial expression and uttered. "Never a dull moment", with his usual wit.

Getting to know Cecil through officiating with him in basketball you couldn't help but admire in him his commitment to the youth. Even more I admired his faith in God. God Bless you Cecil and your family. -David Gonzales

I worked Football with Cecil his Love for working and being around the Kids was awesome he will truly be missed RIP Cecil.

Cecil I met him through football the things I can remember would fill a small book. The stories he would tell about his early ref job when he started were the best. You will be missed Cecil
