To The Risner Family:
My sincerest condolences on the loss of Jim. He was my first Sergeant in Law Enforcement at McAllen PD. I have not seen him since 1999 and did not know until yesterday that he passed away. I challenge all C-shift officers who knew Jim to contact me about a local memorial. Once again to the Risner family, I am very sorry for your loss.
