I would like to extend my condolences and prayers to Phil's family and his Loving wife Sue.
Phil was a natural born leader. He would always try to look for the good in People and I never saw him get upset. He was my supervisor at SPRWS and was what I would call a Research and Development guy. He always was looking for a better way to improve and develope our treatment Process and was always dedicated to the improvement of people he led.
I can honestly say we will miss him and never forget him.

Phil and I grow up playing outside no matter the weather. We were friends who played hard and enjoyed each other's company. Sorry to learn of his passing. Michael Richie.

I will always remember how cool Phil was under pressure situations and his no fear attitude trying new things and his love of nature and smiling face. I will miss his expertise at Saint Paul Regional Water services.
