She never tired of imparting her knowledge and assistance to anyone who had the pleasure of serving with her. Many would not have achieved as much without her. Although I spoke with her from the field many times, I first met Felicia personally when I was assigned to head the Office of Enlisted Personnel in 1992. I knew that she was a Service-wide icon and for good reason. She was the historical repository of the good and not so good personnel policies, so making decisions without her astute perspectives invited trouble. I could always count on her to provide sage advice. Most importantly, she consistently expressed concern for how a not well thought out personnel policy or decision would affect the average enlisted member...she was always looking out for their best interest. I greatly valued her advice and I know that I and the Coast Guard made better decisions because of her. My best to her family. RADM Fred Ames, USCG (Ret.)

My sincere condolences go out to Felicia's family. She was an icon with the U.S. Coast Guard during her several decades of dedicated service as a civilian employee. Many of us referred to her as "The Mother of the Coast Guard Personnel Manual," as she was responsible for all references to this document for many years. She touched many lives positively, and is considered as one of my mentors during my Coast Guard service. I am deeply saddened to hear of her passing.
