DAVILA, The Honorable Jose Ramon Jr., 78, of Richmond, Va., passed away peacefully on July 16, 2013. He was surrounded by his loving family. He was predeceased in death by his devoted wife, Elaine Drake Davila. He is survived by his sister, Brooke Davila Brennan and her husband, Don; and his brother, Ricardo Davila. "Papa Joe," as he was known in his later years, was an extremely loving and proud father and grandfather. He is survived by his son, Jeffrey Drake Davila and his wife, Kathleen, and their children, Avery, Mallory, Shelby and Tucker; son, Scott Ramon Davila and his wife, Janine, and their children, Zachary and Oliver; son, Christopher Tyler Davila and his wife, Mary, and their child, Arsema; and his daughter, Ann Shannon Davila Elkin and her husband, Jason, and their children, Nathan and Madelyn. He was born in Richmond and attended Thomas Jefferson High School, graduated from Hampden Sydney College, spent two years in the Marine Corps serving in Okinawa, and received his law degree from T.C. Williams School of Law at the University of Richmond. He was a member of the Virginia State Bar, elected Commonwealth's Attorney and then appointed judge of the Richmond District Court Criminal Division, where he served for 19 years. In 1992, he was appointed by Governor Doug Wilder to the Circuit Court of the City of Richmond. He then served as an Administrative Law Judge for the Social Security Administration until his retirement. Most of his professional service was to his country and the Commonwealth of Virginia. Joe especially enjoyed playing tennis with his family and friends, cheering for his children at sporting events and ballet recitals, and spending long weekends proudly supporting his children at the U.S. Naval Academy and Virginia Military Institute. During his later years, Joe and his wife, Elaine, especially enjoyed spending time at their beach house in Virginia Beach. The family will receive friends at Bliley's-Central, 3801 Augusta Ave., Richmond, Va. 23230, on Thursday (tonight), from 6 to 8 p.m. A memorial service will be held on Friday 2 p.m. at St. Stephen's Episcopal Church. Immediately following the service, a reception will be held in the church hall. In lieu of flowers, donations can be made to the Sugar Plum Bakery, Virginia Beach, Va., a non-profit which offers training and employment for those with mental and physical disabilities or the Richmond SPCA.
