BLACKARD, M. Lucille Duncan, passed away on December 11, 2012 in

Richmond, Va., at the age of 98. She was born and raised in Cumberland County, Va., and was a resident of Richmond since 1979. She was preceded in death by her husband, James Blackard; six siblings; and her son-in-law, William Hallett. She served during World War II in the U.S. Navy WAVES before a career with the Virginia Employment Commission. She will be remembered for her devotion to family, quick wit, great sense of style, and versatile capabilities. She is survived by her daughter, Patsy Hallett of Richmond; grandchildren, Matthew Hallett of Alexandria, Va., and Sarah Hallett of Charlotte, N.C.; also numerous nephews, nieces, cousins and friends. A funeral service will be held Saturday, December 15, at 2 p.m., with a visitation one hour prior at the Parham Chapel, Woody Funeral Home, 1771 N. Parham Rd. Interment Greenwood Memorial Gardens.
