James "Jim" Wayne O'Neal, 76, a Pasadena resident for 19 years and previously of Brooklyn Park, died March 20 at Baltimore Washington Medical Center. He was born March 1, 1937 in Solomons Island to his late parents, Augustus Phelan and Riva Mattingly. Jim served in the U.S. Navy, and retired from the Baltimore City Police Department. In addition to his dog Max, he enjoyed fishing, T.V., and telling jokes. He was preceded in death by his first wife, Vola Wolf; and his sister, June Cooke (Puz). Married on December 18, 1994, he is survived by his beloved wife, Jeanette N. O'Neal; his son, James O'Neal Jr. (Melinda) of Brooklyn; step-sons, Tim Hyser and Tom Hyser (Gail), both of Pasadena; and three grandchildren. Services will be private.
