Nelle was born on December 5, 1917 to George William Kincaid and Bess Green Kincaid. She spent her early years in Etowah, Tennessee and after graduating from Etowah High School, Nelle entered Lincoln Memorial University. Upon completion of her freshman year, she transferred to East Tennessee Teachers College (ETSU) where she received degrees in Elementary Education and Home Economics.
