Billy was born in Boise, Idaho, having lived in Seattle, WA, and in Byram for the past 11 years. He was a Veteran of the U.S. Navy during WWII and worked as a Marine Electrician for Ingalls Ship Yard. People liked Billy. He was a quiet man who had very good manners and old fashioned values. He and his identical twin brother Bobby, were known for their pranks and good times. He went through hard times, but would never let anyone know. He always kept a positive attitude looking for a silver lining in everything. In spite of hard times, his faith and love for God, country and his family remained steadfast.

He is preceded in death by his wife of 59 years Dorothy Baker. He was the last of 12 brothers and sisters.
