Lee was born in Lindsey, CA. He spent his entire adult life in law enforcement. He began his career as a guard at San Quentin prison, later transferring to the University of California Police Department. After 2 years as an M.P. in the U.S. Army, he then returned to the University of California Police Department, He then joined the Richmond Police Department, later joining the California Highway Patrol where he retired in 1982 as a Lieutenant after 30 years of service.
He is survived by his loving wife of 59 years, Phyllis, son Timothy Council and his wife Melissa, daughter Kelly Capaldo and 2 grandsons Anthony and Joey Capaldo,
all of Concord, and a sister Joanne Lieber of Seattle, WA.
The Council family would like to thank Lee's caregivers at Hannam Homes for the love and devotion they have shown to him the past year. A memorial service with
a reception to follow will be held at Oakmont Memorial Park on January 23, 2013 at 11 am.
