Casey was born to Hugh Willard and Grace (Rutter) Forsythe in Ellwood City, PA on June 1, 1933. His family moved to Rochester, NY where he graduated from Charlotte High School in 1951. Shortly thereafter, Casey joined the U.S. Air Force and was discharged in 1956. He later went on to receive an A.A.S. degree in engineering from Rochester Institute of Technology in 1969.
