FRANCES KAYE SHINE, 94, of Fort Wayne, passed away on Saturday, Sept. 21, 2013, at Lutheran Hospital, Fort Wayne. Born Dec. 6, 1918, in Fort Wayne, she was the daughter of the late Morris and Sarah (nee Salon) Kaye. Frances was a member of Temple Achduth Vesholom and Sycamore Hills Country Club, and was an accomplished pianist. She received a Bachelor's Degree from Ohio State University, and a Master's Degree in social work from the University of Southern Illinois. She was the Executive Director of the Allen County League for the Blind & Disabled and Associate Director of the Anthony Wayne Rehabilitation Center. Frances received a Presidential Citation for her work with the blind and disabled from President Lyndon B. Johnson. She served on the Governor's Commission for the Blind and Disabled under Gov. Matthew E. Welsh, and Gov. Roger D. Branigan. She was the first person in Indiana certified to teach the Opticon System, which allowed the blind to read through sensory perception. She also initiated and taught a program at the Indiana State Prison, Michigan City, Indiana, that taught inmates to type braille in order for books for the sight impaired to be mass printed in Indiana. Frances spearheaded a local program to produce voice recordings for the blind to be able to listen to books, and was instrumental in obtaining a grant to start the Northeast Indiana Reading Service. Frances is survived by her sons, Dr. Robert M. (Shiras) Shine of Laramie, Wyo., Thomas K. (Debbie) Shine of Carmel, Ind., Lawrence E. (Kate, Dec.) Shine and Steven R. (Jody) Shine, both of Fort Wayne; grandchildren, Richard Shine, Robert (Sarah) Shine, Tiffany Shine, Lindsi (Brett) Kaplan, Morgan Shine, Henry Shine, Ari Shine, Halle Shine, Eli Shine, Lili Shine, Sofia Shine, Genevieve Shine, Simone Shine, Lucia Shine, Evan Shine, Julian Shine, and Madeline Shine; great-granddaughter, Emery Shine; and many good friends. She was also preceded in death by her sister, Valette Kaye Moyer. A private graveside service will be held at Lindenwood Cemetery, Fort Wayne, with Rabbi Javier E. Cattapan officiating.
