Lt. Colonel Rufus Evans, who retired from 30 years of service with the Kansas City, Mo., Police Department, passed September 23, 2013, at the KC Hospice House. Services will be held Saturday, Sept. 28, at the Raytown Church of Christ, 6000 Blue Ridge Blvd., Raytown, MO 64133. Visitation from 9 to 11 a.m. with service at 11 a.m. Burial immediately following at Forest Hill Cemetery. Col. Evans was born July 31, 1934, in Oak Ridge, La., to Mr. Alonza and Mrs. Lela Evans. He graduated from Ester Toombs High School in Delhi, La., and then graduated from Southern University in Baton Rouge, La. Col. Evans moved to Kansas City in 1959 where he joined the Department on Oct. 1, of that same year. He worked a number of assignments during his career, which included Assistant Division Commander for the Regional Center for Criminal Justice, Division Commander at Central Patrol Division & South Patrol Division and Bureau Commander of Administrative Services until the time of his retirement in 1989. In 1974 he was selected to attend and successfully completed a Criminal Justice Fellowship at the Harvard University Center for Criminal Justice. In 1976, he was a founding and charter member of N.O.B.L.E., National Organization of Black Law Enforcement Executives. Col. Evans was active in church ministry through Swope Parkway Church of Christ, Blue Ridge Church of Christ and Raytown Church of Christ, where he served as Deacon, Sunday School Teacher and in many other capacities. He leaves to mourn his passing and celebrate his life, his wife, Anna Elaine Evans; son, Sgt. Rufus Evans; daughters, Christi C. Evans and Kellye James and granddaughter, Ashlee Elaine James. Praise The Lord that we have had a living example of God's grace and love in the memory of our uncle, brother, father, husband or whatever Uncle Rufus is to you. It is wonderful knowing that he went on to be with The Lord as a child of God. The Word says to be absent form the body is to be present with The Lord. May The Lord continue to cover you and your family in these hours, days, nights, and weeks of grief. I regret that my family will not be in attendance but we are sending up prayers for all. Though I never worked directly under LTC Evans, we shared many years together on the KCPD. Rufus was a man of integrity and a fine example to this young officer during the early years of my career. My sincerest condolences to his family. The loss of sight is in us, not in him.........

I am sorry to be receiving this news and my prayers are with Lt. Col. Evans, and his family! I have known him since 1968 as a member of the department and worked for him at CPD. As a civilian employee and police officer he was always easy to talk to and was a fine commander. While working the PM shift patrolling the district that he lived in when he was in his front yard he would always wave or stop me to inquire I was and ask what was happening in the area. I always considered him a fine police officer and a fine man.

I am sorry to hear of Col. Evans passing, although he is now resting in peace. I had occasion to visit with him on the 5th floor whenever I was there and he was so pleasant and just a nice man.
