Mrs. Butts was born in Telfair County on January 01, 1939, and was the daughter of Chester Swain Sr. and Alice McDuffie Swain. She graduated from Workmore High School and earned an associate's degree from South Georgia College in Douglas. She married Paul Butts in November 1961, and in 1964, gave birth to her only child: Susan.
