70, of Clearlake, California, passed away at St. Helena Hospital in Napa on Saturday, April 12, 2014. Dowell was born at his parent's home in Stiltner, West Virginia, May 13, 1943. He grew up in West Virginia and Florida before joining the United States Army in 1968. He spent eight years in the service in Vietnam, Korea, and Germany before returning home with a Purple Heart. Afterwards he moved to California, retiring to Clearlake with his wife in 1994. His wife of 27 years,Dorothy Francis (Rhoda) Carter, preceded him in death in 2005. With his wife, he was preceded in death by his parents Loranzie D. and Macie M. Carter; his grandparents, Melvin and Cora (Davis) Carter, Ollie and Oma (Merritt) Sanders; and sister Delores Kay Carter. He is survived by his siblings Golda Robertson, Lana and Don Cahill, Oma and Vicente Lopez, Nella Paul, and Garry Carter; step-children and grandchildren; and many nieces and nephews. Per his wishes there will be no services when he is interred next to his wife at St. Helena Cemetery.
