Howard was born in Lorenzo, Texas, the first born child of Curtis and Lurana McCluskey. The family lived in Texas, New Mexico, Arizona and California. He graduated from Winters High School in Winters, CA, class of 1948. He attended Sacramento State College and UCLA majoring in journalism and English, but left college to enlist in the USAF during the Korean War. Howard was accepted into flight school and graduated as a 2nd Lieutenant jet fighter pilot in 1951. He was an accomplished pilot, owned several personal aircraft during his lifetime, and loved flying over the western desert.

Howard was the owner and president of John Scott and Associates insurance adjusting specializing in aircraft loss. He was a member of the NAIIA and the OF A. He retired in 1996, and looked forward to a new chapter in his life. He loved Baja, reading, hiking, a good joke, a good cigar, and a brandy. He spent many hours hiking and exploring Nevada with his beloved standard poodles, Charlie, Morgan and Moses.

He is survived by his wife Marilyn, his daughter, Laura McCluskey Fermoile (Doug), stepdaughter Timberly Mayers Hill (Mike), brothers David McCluskey of Sacramento, CA, Ray McCluskey (Yvonne), of Dixon, CA, sister LaVerne Harper (Ken) of Sacramento, CA, 4 grandchildren, 4 great grandchildren, and numerous nieces, nephews, and cousins.

Arrangements are being handled by Affinity. There is no service scheduled at this time but family and friends will gather at a future date to celebrate his life. Until then, raise a glass and say, "Cheers!"
