Charles S. Cuellar, 79, of San Antonio, TX, went to the Lord on Monday, January 20, 2014. He was born November 13, 1934, in San Antonio, TX. Charles graduated from San Antonio College, attended St. Mary's University and the University of the Incarnate Word. He married Aurora Cuellar in 1958, they lived in Dallas, Galveston, Houston, D.C. and finally relocated back to San Antonio in 1987. Charles had been involved in the civil rights movement since the 1960s. He participated in a White House conference on "To Fulfill These Rights" with Dr. Martin Luther King, Jr. in 1965, marched with Cesar Chavez; was a mentor to several school children encouraging them to continue their education and to consider service to their country in the military or government careers. He had been in the Affirmative Action Compliance Programs since 1971, fifteen years in Houston as Regional Director with the U.S. Treasury Department and Assistant District Director with the U.S. Department of Labor, Office of Federal Contract Compliance Program in San Antonio. Charles also held the following positions: School Teacher, EEO Officer with the U.S. Army Corps of Engineers, EEO Manager with First City Bank in Houston, and an Investigator with Equal Employment Opportunity Commission. Some of the awards Charles has received are: The Secretary of Labor EEO Award, The Department of Labor Hispanic Employment Program Award, The Employment Standards Administration Award, Federal Executive Board EEO Award and the Corps of Engineers Commander's Award. Charles also served with the 36th MP Company, Texas National Guard. Charles was an active member of the League of United Latin American Citizens and IMAGE and served as Eucharistic Minister and Reader at St. Luke's Catholic Church, Holy Name and Men's Club at St. Cecilia in Houston and Holy Name Church in San Antonio. He was also a member of the Guadalupanas. Charles is survived by his loving wife of 55 years, Aurora; son Stephen Cuellar, daughter-in-law Estie Cuellar and grandson James Cuellar of Houston; sisters: Cecilia Munoz and Victoria Avila; brothers and their wives, David and Isabel; Michael and Young; Daniel and Dolores; Joe and Bettye; and sister-in-law, Yolanda Cuellar. He is also survived by his brothers-in-law and spouses: Gumercindo Alvarado, Carlos and Minnie Alvarado, Richard and Nancye Alvarado. He was preceded in death by his parents, Refugio and Ysabel Cuellar; and his brother, Richard Cuellar. Visitation prior to rosary will begin at 6:00 PM on Thursday, January 23rd at Our Lady of Guadalupe Catholic Church.
