Joseph St. Clair Smith (Age 84) Colonel, US Army, (Ret.) of Fairfax, Virginia, peacefully passed away on Saturday, June 29, 2013 at his residence in the presence of his family. He was preceded in death by his beloved wife, Elizabeth (Betty) Ford Smith. Devoted father of Charlotte, Elizabeth, Melinda, Sandra (Frank Campbell) and Joe (Julie) Smith, Jr. Loving brother of Vivian Folan of Port St. Lucie, FL and Elizabeth (Libby) & LTG Ernest D. Peixotto, US Army, (Ret.) of Palm City, FL. Adoring grandfather of Noah & Evan Flowe, Jessica and Jacob Smith. Uncle of Vivian Imbriale of Jensen Beach, Ernie (Peggy) Peixotto and their son Adam. Joe Smith, Sr. was born on January 14th, 1929 in Sebring, FL to Harry and Virginia Smith. The second of four children, he excelled in academics and sports at Ft. Pierce High School, was an Eagle Scout, Demolays member and Vice President of his senior class. He attended USMA at West Point and graduated in 1951. He earned a M.S. in Civil Engineering from the University of Illinois. Upon retiring in 1981, concluding his 31 year Army career, he continued his engineering career as a civilian, building the Greensboro, N.C. International Airport, the two port cities, Jubail and Yenbu in Saudi Arabia, and he finally retired as Director of Construction Engineering at George Washington University. Joe and Betty enjoyed traveling around the country and internationally. They helped raise their four grandchildren, and enjoyed hobbies that included gardening, fishing, cooking, and assisting their children with their various endeavors and home projects. A memorial service will be held in Fairfax, VA and he will be interned at Arlington National Cemetery in Washington, DC.
