BARRETT DAVID MARTIN BARRETT April 21, 1937-January 22, 2014 Former Independent Counsel David Martin Barrett, 76, of Washington, DC, died on January 22, 2014. Born in Buffalo, NY on April 21, 1937, Barrett was raised in South Bend, IN, where his father taught law at the University of Notre Dame. Barrett graduated from Notre Dame in 1959 Georgetown University Law Center in 1965. He served and was honorably discharged from the U.S. Navy with the rank of Lieutenant. Barrett served as law clerk to the Honorable William B. Jones, U.S. District Court for the District of Columbia and then as Assistant U.S. Attorney for the District of Columbia. In 1975, Barrett established private practice in Washington, D.C. He was appointed by President Ford to serve on the President's Committee for Mental Retardation and in 1978 he was retained as Special Counsel to the House Ethics Committee to investigate Rep. Dan Flood. In1995, Barrett was appointed to Independent Counsel to the United States by the Special Division of the United States Court of Appeals for the District of Columbia. He was assigned to investigate allegations of lying to the FBI against former Mayor of San Antonio Henry Cisneros. He was awarded the Jefferson Award by FBI Director Louis Freeh, one of the highest awards bestowed on a civilian by the FBI. Mr. Barrett is survived by his wife, Kathleen (nee O'Hara), his four children: Kristin Patterson of Milford, DE; Peter Barrett of Washington, DC; Julie Hanlon of Rye, NY; and Laura Plunkett of Tarrytown, NY. He is also survived by nine grandchildren. He is preceded in death by his daughter, Megan; parents Edward and Kathryn Barrett and stepmother, Catherine Lyons Barrett, as well as brothers Edward and Peter and sister Mary Worland. A funeral mass will be held at 10:30 a.m. on Friday, January 31 at Our Lady of Mercy Catholic Church in Potomac, MD.
