Judge JOYCE CAPPS
Of Arlington, Virginia, died on February 1, 2013 from liver cancer. Judge Capps, a native Washingtonian, was born in 1931. She joined the U.S. Marine Corps
Reserve in 1949 at age 18, and was activated in September 1950. She left the Corps in 1952 to attend George Washington University, where she earned undergraduate and law degrees. She then opened her own law practice in Washington. In 1968, she was named D.C. trial lawyer of the year. She was appointed an Administrative Law Judge in 1974.
Judge Capps was predeceased by her parents, Cellie and Leola; two sisters and two brothers. She is survived by one sister, one brother, nine nieces and nephews, and several great and great-great nieces and nephews.
A memorial service will be held at 11 a.m. on Monday, February 11, at Missionhurst, 4651 N. 25th Street, Arlington, VA 22207. Inurnment will be at Arlington National Cemetery at a later date. In lieu of flowers, donations may be made to Missionhurst or to Capital Caring, 2900 Telestar Court, Falls Church, VA 22042.
