MOORE RICHARD GRITMON MOORE (Age 83) Brigadier General, USMC (Ret.) died on November 4, 2013 following complications from a stroke suffered in early September. He is survived by his beloved wife, Fran, with whom he resided in Fairfax, VA and his brother, Jon of Vineyard Haven, MA. A graduate of Johns Hopkins University and the Northwestern University School of Law, he was an admired legal scholar in both his distinguished 27 year military career and later in civilian law practice. After serving as defense counsel, prosecutor and military judge in more than 1,000 courts-martial, he served as Deputy Staff Judge Advocate of Force Logistic Command in Vietnam and later as the Staff Judge Advocate of the 3d Marine Air Wing and the 3d Marine Division. He concluded his service in the Marines as the Deputy Director of the USMC Judge Advocate Division and as Assistant Judge Advocate General of the Navy (Military Law). His military decorations included the Legion of Merit and the Bronze Star with Combat V. After retirement, Gen. Moore continued to practice law as a named partner in law firms in San Diego, Ca. and ultimately in Northern Virginia, where he continued his career at Holland & Knight LLP until his death. Among the legal milestones to his credit is the 1989 D.C. Cir. case of Bembenista v. U.S. establishing Government liability for care giver assaults on patients in military hospitals, a case now cited more than 35 times for its precedent. For the last 15 years, Gen. Moore has tutored elementary school students in reading and math through the H&K Opening Doors for Children Program. A memorial service and visitation for Gen. Moore will be held at the Old Post Chapel at Ft. Myer at 11 a.m. on March 10, 2014, immediately prior to his interment at Arlington National Cemetery.
