THOMAS G. POWERS  

Tom Powers, 72, of Indian Harbour Beach, Florida, and a long-time McLean resident died of congestive heart failure on January 31, 2014. Tom was born in Des Moines, Iowa, the son of Gene and Marie Powers who preceded him in death. He graduated Drake University and Drake University Law School and received his LLM from NYU School of Law. Tom served as legal counsel to the Iowa General Assembly and for Polk County, Iowa before coming to Washington in 1971. Upon moving to Washington, Tom became Counsel and then General Counsel to the U.S. House of Representatives Committee on Small Business where he was responsible for writing much of the Small Business Act and Small Business Investment Act, the two principal statutes governing SBA programs. As a former Chairman of the House Small Business Committee stated on the House floor upon Tom's retirement, "His encyclopedic knowledge of small business issues and Small Business Administration Programs is legendary." With 27 years of service, Tom was the longest tenured staff member in the history of the Small Business Committee. He is survived by his partner of 42 years, Nancy Simplicio, two sisters, Rosemary Powers of Chicago and Katie Powers of Des Moines, several nieces, a nephew and a multitude of friends. His spirit, dry wit, and knowledge will be deeply missed. A private service will be set at a date to be determined. In lieu of flowers contributions in his name can be made to the or the .
