He was the third child born to Robert Thomas and Mary Ruth (Josh) Harding on December 20, 1930 in Haxtun, Colorado where he grew up. In August 1952, he met Laura Rine, a farmer's daughter, and they were married August 3, 1953. To this union, four children were born.
In 1960, Harold started his career with the Colorado Department of Highways, now CDOT. He retired in 1987 with 27 years of service. He served the Highway Department for 18 years in Holyoke and 9 years in Greeley.
Harold was a member of Gideon's International and the Celebration Point Church of the Nazarene and enjoyed fishing.
