Virginia Jean Ullrey was born in Oregon, on August 12, 1920. In 1925, her family, which included her four siblings, moved to Meridian. She was an honor student in both elementary and high school. Shortly after graduating, she married James Robert Ullrey, also of Meridian. She helped her husband operate their farm and raised two children. She was very active in her church activities in the communities where she lived. She also worked for Yuba County Social Services.

Shortly after her son, James R. Jr., and her husband passed away, she left Meridian, and moved to live with her daughter, Sheryl, and son-in-law, Don Sato, who survive her. She lived with them in Coupeville, Whidbey Island, Washington, at the time of her death, on April 5, 2013.
She was interred at the Meridian Cemetery. A celebration of life service was held at the Coupeville Methodist Church in Coupeville, WA,on April 27, 2013.
