Frank Rush, the son of Francis M. Rush and Gertrude Reissen, was born on November 19, 1934 in Des Moines, Iowa and passed away on November 14, 2011 in Sacramento, CA.

Mr. Rush is survived by his wife, Enita Elphick, his three children, Francis M. Rush, III, Mary Cate Rush and Sean Rush; three stepchildren, Victoria Meyer, Virginia Smith and Shawn Nelson, two grandchildren and 10 step-grandchildren.

Mr. Rush received a Bachelors of Arts Degree from Drake University in 1956, a Masters of Public Administration from Auburn University. Graduate studies were at George Washington University, the University of California (Berkeley) and the University of Illinois.

He also attended Harvard University in the Senior Executive In National and International Security Program, University of Wisconsin in the Program from Government Executives in Scientific and Technical Management, the Industrial College of the Armed Forces in the Economics of National Security Program, and was a graduate of the Air Command and Staff College.

Mr. Rush retired from the U.S. Air Force as a Colonel in 1988. He served at the Pentagon until his retirement as Principal Deputy Assistant Secretary of Defense in 2000.

During that period, Mr. Rush was appointed to the Senior Executive Service in 1989 and previously served as Deputy Assistant Secretary of Defense for Reserve Affairs. He served as Consultant in National Defense, Congressional Research Service, The Library of Congress, and as the Sixth Quadrennial Review of Military compensation.

Mr. Rush also served in various positions in the Office of the Secretary of Defense and on air Staff before retiring as Principal Deputy Assistant Secretary of Defense.

Mr. Rush's awards include the President Rank of Meritorious Executive, the Department of Defense Medal for Distinguished Civilian Service, Secretary of Defense Medal for Meritorious Civilian Service, the Denfese Superior Service Medal, the Air Force Meritorious Service Medal with two oak leaf clusters, the Air Force Commendation Medal with two oak leaf clusters, the National Guard Bureau Eagle Award, the Patrick Henry Citation of the National Guard Association of the United States, and the Distinguished Alumnus Award of the Institute of Labor and Industrial Relations, University of Illinois.

Mr. Rush is most remembered for a lifetime in the service of others as well as his untiring focus on impacting the quaility-of-life for our beloved US Military Service Men and Women. On a personal level, he is deeply missed by his wife and family.

Services for Frank Rush, 77, will be conducted by Pastor Dennis O'Conner on Monday, November 21, 2011 at 5:00 p.m. at Lipp and Sullivan Mortuary in Marysville, CA. Viewing will be from 12:00 p.m. to 4:00 p.m. Graveside services will be held in Arlington National Cemetery, February 1, 2012 at 11:00 a.m.
