HAND, Jr., Francis On Monday, November 14, 2016, Francis Dickson "Dick" Hand, Jr., 81 of Albany, Georgia died peacefully after a brief illness in Phoebe Putney Memorial Hospital with family nearby. He was born July 17th, 1935 to Francis and Elizabeth (Joyner) Hand in Rome, Georgia. He attended Darlington School and graduated from Emory University in 1957. He worked as a Dekalb County Police Officer while attending Emory Law School. In 1960, he graduated from Emory Law School and married Helene Elizabeth Ramsey. He joined the U.S. Army Judge Advocate General Corps and served in Ft. Lee, Virginia. In 1964 he returned to Atlanta as an Assistant U.S. Attorney. In 1969 he returned to the Dekalb County Police Department as Chief of Police. He was Chief until 1981 when he was appointed Director of Public Safety for Dekalb County. After retiring from Dekalb County in 1989, he worked briefly for the Georgia Department of Corrections then moved to Albany, Georgia to serve as the Chief Assistant District Attorney for Dougherty County until his final retirement in 2010. He enjoyed hunting and fishing until recently when Myasthenia Gravis made those activities more difficult. He maintained deep friendships with people from every organization he worked for. He is survived by his wife Helene of Decatur, daughter Victoria Baker of Hayesville, NC, son Francis Hand, III of Atlanta, four grand-children: Maitland Baker, Layla Sofield, Coleman Hand and Julia Hand and three great-grandchildren: Jersei Sofield, Paxton Sofield and Kaia Grace Sofield. Services will be held at 12:00 on Tuesday, November 29th at Holy Trinity Episcopal Parish 515 E Ponce de Leon Ave., Decatur, GA 30030 followed by a graveside ceremony in Decatur Cemetery. His remains were cared for by the Cremation Society of Georgia. The family asks that in lieu of flowers, please consider a donation to the National Law Enforcement Officers Memorial fund or to the Myasthenia Gravis Foundation.
