ARLINGTON, Va. - Joanne Mathis Caldwell, 57, who retired in 2014 after serving 36 years in various U.S. federal agencies, passed away peacefully at Capital Caring facilities in Arlington, Virginia on Friday, February 6, 2015 due to complications of breast cancer. Mrs. Caldwell was born in Edgefield County, South Carolina where she graduated from Strom Thurmond High School in 1975. She enlisted in the United States Air Force in 1977.She obtained a BA in Psychology from Chaminade University of Honolulu in 1981 while serving in Hawaii as a USAF Security Police Officer. She later served at Edwards AFB, CA, Ramstein AB, Germany, and Bolling AB, Washington, DC in similar capacities and was honorably discharged in 1987. While living in Arlington, Virginia, Mrs. Caldwell worked in the U.S. House of Representatives where she rose to be a Legislative Floor Clerk assisting with the processing of federal legislation. She later assumed duties as the Chief, Congressional Affairs, U.S. Census Bureau where she received the Bronze Medal for exceptional services. She finished her career in the Economic Statistics Administration, Department of Commerce, where she was the Assistant Associate Undersecretary for Communications until her retirement. She then helped in the founding of JoyGiver's International, a non-profit dedicated to helping impoverished school children in Liberia. Mrs. Caldwell is survived by her husband, Steve Caldwell, son Steven and daughter Olivia, a brother, and four sisters. Funeral services will be held at First Assembly of God, 700 Braddock Road, Alexandria, VA at 11am, Saturday, February 21, 2015. A Memorial Service will be held in Johnston, SC at Walk of Faith Tabernacle of Worship at 2:00pm, February 14, 2015.
