Our precious mother, mother-in-law, grandmother, sister, aunt and friend passed onto Heaven on November 20th, 2014 at St. Michael Archangel Inc. in Bakersfield, California., tended by the wonderful staff of Edward, Linda, Olivia and Rodelio. Also appreciated is former caregiver and friend Pam Hargrove and others.
Billie is survived by her only daughter, Jan (Tom) Lopez of Bakersfield, California, sister Betty Dee (Bob) Lane of Fort Worth, Texas, one grandson Steve (Becky) Gifford, two great-grandchildren Brandon and Shianne Gifford, three step- grandchildren and nine step-great- grandchildren. Also nieces Becki, Susan, Tracy (David), and Kim, two nephews Steve (Deb), brother-in-law Jerry (Darlene) and all their families residing in California, Washington, Texas and Oklahoma. Family, friends and church family of Valley Baptist Church wish her a grand journey into the hands of our Savior.
Billie was born and raised in Custer City, Oklahoma to Ernest Royal Hoyt and Zandren Masqueiler Hoyt along with her sister Betty. She attended schools in Custer City and Clinton. After graduation she was employed at Pacific Bell in Oklahoma and Bakersfield, California for 36 and a half years. During her early employment she married Vyron Boyd Moore, (a gifted artist) in 1947. To this union they were blessed with their only daughter and best friend Janis. They were married for 50 years until his death in 1997. She then married Ken Proctor in 2001 until his passing in 2006. This union extended her family to include five step-children and their families.
She was preceded in death by her first and second husbands, parents, one young brother Robert Hoyt, sister Eileen Engel, her brother-in-law Minister Pete Engel, a favorite cousin Paul Masqueiler and young nephew Chuckie.
Billie was a classy, loving, wonderful, wife, mother, mother-in-law, grandmother, friend and a loyal Christian attending Valley Baptist Church for 60 years...we will miss this lovely person and love her always.
Special thanks to Optimal Hospice: Marissa, Chris, Deb and again her caregivers. Also to Uncle Bob, Aunt Betty, Cousin Tracy for making that special trip from Texas in August that really brightened her spirits and Uncle Gary and Aunt Jennifer from North Carolina...she loved you and others dearly.

Visitation will be held from 4:00 to 7:00pm on Tuesday, November 25th, and graveside services will be held on Wednesday, November 26th, 10:30am, both at Hillcrest Memorial Park & Mortuary, 9101 Kern Canyon Road.
