Louis A. "Al" Loustalot, former Sheriff of Kern County, was born on February 28, 1926, in Bakersfield, California. He passed on July 4, 2018, his Independence Day, in his home in Pismo Beach, California, surrounded by his family after a brief illness.

Al was born and raised in the Panama area of Bakersfield, living many years on McKee Road with his parents Frank and Zola, sister Yvonne, and brother Bud. He attended Panama Elementary School and often shared many stories from his experiences there with his family. Graduating from Bakersfield High School in 1943, he entered the Army in July 1944. He served in the U.S. Army in World War II in the Philippines and Japan, attaining the rank of first sergeant with the field artillery. After his honorable discharge, he returned to Bakersfield and Bakersfield Junior College, where he earned his Associate of Arts degree in January 1949.

Al had the good fortune of meeting Nancy L. Davis, who turned out to be the love of his life. They married on August 8, 1947, and would have soon celebrated their 71st wedding anniversary. Their children, Vicki, Louis, and Jan completed their family.

Although Al wanted to become a history teacher, he began a career with the Kern County Sheriff's department in June of 1947. This seemed like a natural decision with his family's background in law enforcement. His father was a constable for many years and his uncle was sheriff.

His advancement over his time in the department included time as a desk officer, in the Juvenile Bureau, Sergeant in Felony Investigations, Lieutenant Patrol Commander, Lieutenant Detective Commander, Captain in the Criminal Bureau and Captain of the Substation Division and Search and Rescue.

In 1974, he decided to pursue the office of Sheriff. He, Nancy, and many family and friends worked tirelessly to help him achieve this goal. He was elected on November 5, 1974, and was then re-elected on November 6, 1978.

In 1975, Al obtained a certificate from University of Southern California's 8th class of the National Sheriff's Institute. Governor Jerry Brown appointed Al to the State Board of Corrections in 1976, where he served until 1982. He was a lifelong member of the California State Sheriff's Association, serving as President from 1981 - 1982. Al served as Kern County Sheriff for 8 years, retiring January 3, 1983, after completing 35 years of a very successful and rewarding career.

Al was a member of many organizations but most notable were the California Peace Officers Association, International Footprint Association, American Legion, Elks, and the National Sheriff's Association. He was past president of the Kern Employees Federal Credit Union, past president International Footprint Association Chapter 8, Member of the Kern County Employees Association, and B.P.O.E. 266. His involvement and fellowship with the Kern County community was always important to him.

Al was a devoted husband and wonderful father. His most cherished moments were spent with family, whether that be his children, grandchildren and, most recently two great grandchildren. When asked to describe their grandfather the following words were used: genuine, fair, compassionate, one of a kind, devil's advocate, loving, funny, kind, role model, honorable, leader, honest, generous, dedicated, a friend and companion, protector, and sometimes, obstinate. Al was deeply and well loved.

Al is survived by his loving wife Nancy; daughters Vicki Meagher and Janette "Jan" Pell (Mark), grandchildren; Seth and Stephen Meagher, Patrick (Jesse) and Christopher (Kylie) Pell, and Victoria Loustalot; great grandchildren Camden and Lenox Pell; and sister Yvonne Liner. Al was preceded in death by his son, Louis A. Loustalot, Jr.; parents Frank and Zola Loustalot; and brother Frank "Bud" Loustalot.

A memorial service will held on Tuesday, July 17 2018, 10:00 am, at Valley Baptist Church, 4800 Fruitvale Highway, Bakersfield, CA.
