ROWAN Frances E. (Brown). In East Boston, September 3, 2015 on her 79th birthday. Wife of the late James P. Rowan Sr. (Secretary to the late Speaker Thomas P. "Tip" O'Neill). Mother of Daniel L. Rowan and his wife Lori and James P. Rowan Jr., all of East Boston. Sister of Nancy C. Pawlyshan of NY, Donald L. Brown of Revere and the late Diane Loring, Beryl, Richard H. and David E. Brown. Also survived by three generations of nieces and nephews. Funeral Mass in the Sacred Heart Church, East Boston Thursday morning at 10 o'clock. PLEASE MEET AT CHURCH. Relatives and friends invited. Fran worked on so many other boards and committees for development of community resources, that it would be difficult to list them all.
