Age: 85 • BARRE TOWN

BARRE TOWN, VERMONT - Thomas C. Davis, 85, of Wildersburg Common, died unexpectedly on the evening of February 16th. He was a seventeenth generation Vermonter, political activist, public speaker, storyteller, author and statesman. Also known as "Tom Terrific", he was widely admired for his quick wit, humor, humility, kindness, wisdom and generosity. He valued tolerance, forgiveness, compassion and activity, and lived his life accordingly.

Tom was born in Barre, Vermont on November 30, 1931, his parents being the late Governor Deane C. Davis and Corinne Eastman Davis, also of Barre. He graduated from Spaulding High School in 1949 and earned a Bachelor's and Master's Degree from the University of Vermont. He was married in 1952 to his best friend Delores "Dolly" Pruneau also of Barre. Over their 65 years together they raised nine children and enjoyed traveling and spending time together with a vast network of friends and family.

He was the author of two novels and three memoirs, and had a long and distinguished career in public administration. After a brief stint in the insurance industry, he spent the rest of his life helping the poor and disadvantaged members of society. He was the founder of the Vermont Office of Economic Opportunity under the administration of former Governor Philip Hoff, and was appointed as Secretary of the Agency of Human Services under the administration of former Governor Tom Salmon. He later became the State Director for Senator Patrick J. Leahy until he was appointed as the former Regional Representative for the U. S. Department of Labor under Secretary Robert Reich.

Indifferent to material success, Tom often pronounced that he was born with a "social justice gene". He was a strong advocate of supporting the economy through a focus on human resource needs, organized labor and substance abuse counseling. Up to just a few months before his death, he was actively engaged in lobbying and supporting the development of services related to employment and training, mental health, and elder care. He was on the Board of numerous organizations in Barre and around northern Vermont including the Committee on Vermont Elders, the American Heart Association, the Old Labor Hall, and the Vermont Historical Society. Other memberships included the Vermont Democratic Party, the Country Club of Barre, and the Mutuo, Inc. in Barre.

Like his father, Tom was "conditioned to Vermont" and connected with people in almost every corner of the state. A great storyteller, he often reminisced about the people he met from all walks of life. He was in the midst of recording and transcribing oral histories that will be available at a later date. Tom engaged in many hobbies and passions including classical music, literature, chess, baseball, skiing, rooting for the "mighty New York Giants", and golf. Golf was a passion he was able to enjoy even during the last couple of years as his health began to fail. Humble, yet astute, he often announced that "anyone can play golf with a good swing - try playing golf with my swing." This remark was typical of the many one-liners he used to entertain anyone who would listen.

Survivors include his wife Delores, 85, his nine children and their spouses, Michael Davis and his wife Sylvia, of Barre, Corinne Davis of Montpelier, Linda and Duane Chambers of Brookfield, Julie Davis of Williston, Timothy Davis of Ocala, Florida, Daniel Davis and his husband Steve Chalmers of Colchester, Dawn Davis Wolk and her husband Jay of Fairfield, Connecticut, David Davis and his wife Danna of Bethesda, Maryland, and Richard Davis of Poughkeepsie, New York. He is also survived by ten grandchildren, and three great-grandchildren as well as more distant relatives. He was predeceased by his sister Marion Davis Calcagni, her husband Frank of Ocala, Florida, and a beloved grandson, Bentley Davis Seifer.

Calling hours will be from 5-7:00 p.m. on Thursday, February 23, 2017 at the Hooker Whitcomb Funeral Home on 7 Academy Street in Barre, Vermont. A time of fellowship and remembrance will be celebrated at the Old Labor Hall on Granite Street in Barre on Friday, February 24th from 3-6 pm. Later internment will occur at the Elmwood Cemetery in Barre at a time convenient to his family.

Mr. Davis was such an accomplished man and proud Vermonter, who I learned after reading his beautiful obituary believed in, stood for and fought for so many causes that are near and dear to my heart. Of course as a young person growing up with the Davis kids, I knew him as my friend's Dad who always had an easy smile and kind word.

What an amazing man who left a piece of his legacy with each and every one of his kids.

Thank you Dolly, and thank you to each of the Davis children, for giving me this opportunity to honor my friend Tom, a man for whom I had great respect and affection.

Shakespeare wrote:

The evil that men do lives after them;
The good is oft interred with their bones;

That was ironic; Shakespeare meant just the opposite.

And Tom Davis's life shows us that it is the good we do that survives us.

Hitchhiking

I still remember the day I met Tom.

It was in 1973. I picked up a hitchhiker on the the interstate. It was Tom. He was having car trouble on his way to a meeting. But he was going to his meeting anyway.

As we traveled, Tom asked me questions. Questions about what I thought. Questions about what I was doing. I was a UVM student and that year my study was as full-time volunteer at the Vermont Department of Corrections. That really interested Tom. he wanted to know all about it.

By the time I dropped him at his meeting, we were friends.

Somehow Tom did not think to not mention that he was the Secretary of the Agency of Human Services.

I hope that I did not get my boss, the Commissioner of Corrections, in trouble.

Over the years, I got to know Tom much better. First as the friend, and often the luncheon companion, of of my mentor, Phil Hoff.

And then, beginning in the late 1980s, as we served together for 6 years on the Board of Directors at Maple Leaf Farm. Even in those days, running the Farm was not easy. Money was tight. Reimbursements were chancy. The addictions were tough. And good staff were hard to find and harder still to keep.

But Tom was the very model of calm, compassionate and thoughtful leadership.

I learned a lot from Tom about how to do the right thing and do it in a skillful way.

So this past week, I've been grieving my friend Tom, and remembering the man he was.

Obviously, as I look around this room, I haven't been alone in doing that.

Two old friends who could not be with us today -- Phil Hoff and Pat Leahy -- have been in touch with me to talk about Tom.

Governor Hoff and his wife Joan are wintering with their daughter, Gretchen in British Columbia.They send their most heartfelt condolences.

And Phil reflected on the early days on the Vermont front of the War on Poverty. Tom fought to make the Vermont Office of Economic Opportunity a reality.

Most people probably don't remember that President Johnson's War on Poverty was designed meet the problems of the inner cities. The beltway bureaucracy knew nothing about rural poverty and apparently had no interest in learning.

As a result, more than a half million dollars in Vermont grant applications sat awaiting action in Washington. In those days, that was a lot of money. It did not appear the money would ever come.

It was Tom Davis who started a statewide grassroots campaign to pressure federal OEO officials to release funds for a dozen Vermont programs. Tom blasted the Washington OEO headquarters for what he called selling out the local community action programs. Within a month, the money was flowing.

And of course, Phil shared with me memories of golf games played with a great sense of humor and a heavy dose of politics.

At one point Tom even promised to teach me to play golf. He said he would do it as soon as he learned how play himself!

I am still waiting.

I know Phil and Joan plan to be with Dolly and the rest of the family in the spring.

And Senator Leahy called me Wednesday from Bogotá, where he is meeting with the President of Columbia.

He and Marcelle want to pass on their condolences.

He told me that Tom was one of the most caring and honest people he had ever known. The Senator said that in working as his State Director, Tom always put Vermont first, not politics.

The Senator added that he never faced a Vermont issue that Tom could not help with.

He attributed a significant part of his development as a U. S. Senator to Tom's kindness.

Of course, it's no secret that Tom was an active Alcoholics Anonymous sponsor. That required that he and Senator Leahy have a special arrangement. If one of Tom's sponsorees needed help, Tom was authorized to just drop whatever he was doing and go help.

And Tom would go.

Often times Tom would take a troubled alcoholic right up to Maple Leaf Farm and help him get straightened out.

But it wasn't just what Tom did that mattered. It was how Tom did it. Tom Davis did not have a condescending bone in his body. He never looked down on a person who had fallen off the wagon Tom would help show that person how to get back up and start again.

The Senator told me that for years, people would come up to him on the street and say: You know, Tom Davis saved my life.

The truth is that Tom Davis was a smart investor.
Insofar as I know, he did not invest in stocks or bonds , or gold or silver, or real estate, or even lottery tickets.

He invested in other human beings. He invested himself in family, friends and even strangers.

Tom Davis' legacy lives on in each one of us.

Boy I feel so fortunate to have been able to experience a small portion of your Dad. He was truly a Vermont icon. I am not sure how many people realized what he meant to Vermont and to Barre. I loved talking with him and loved his contributions to Vermont's history. I bought all of his signed books for my son. JP was sad to hear Tom had passed.
His strength was knowing who he was but not bragging about it. He always had his hand out for someone. My thoughts and prayers are with his family. I feel so blessed for having known him.

Tom Davis was a kind and loving friend who I will never forget. When I joined Senator Leahy's DC staff in 1981, Tom was so welcoming and friendly when I came to Vermont. I am among the countless people in whose lives Tom Davis made a difference. He took a chance when he hired me in 1975 to be Director of Alcohol and Drug Abuse Programs for Vermont, for which I am forever grateful. His family has lost a wonderful husband and a loving father and grandfather.

I am sorry to hear of Tommy's passing.
I worked with him at Paige & Campbell for a few years.
Tommy and his family lived on East Hill, Barre Town for a number of years and also was our neighbor. His mother was a gentle woman as she would invite us (6)kids (snowboots & all)and feed us cookies! That was a treat.

He will always be remembered.

I first met Tom in 1966, when I became Governor Hoff's driver as a VSP Trooper. He went on to become one of the heros I looked up to over the past 55 plus years, the help he gave to people will always be remembered as his very strong point. Plus he was an absolute gentleman.

Tom Davis made Barre and the world a better place to be. As a Board member of the Barre Historical Society/Old Labor Hall, Tom was important in our work to renovate the Old Labor Hall.
