PHILLIPS, DR. ROBERT T. M., 62, a 20 year resident of Annapolis, nationally renowned forensic psychiatrist and medical-legal educator, died Friday, April 18, in Tampa, Florida, after a valiant, 14-year battle with myelofibrosis. He is survived by his wife, Ana Maria Phillips; four children, Nicole (Marcus) Brown of Bakersfield, CA, Tiana (Jon) Mason, of Northridge, CA, Spencer Phillips and Alex Phillips, of Annapolis, MD; grandchildren Sidney and Cameron Brown and Jayden, Brandon, and Summer Mason; sister Denise Warner of Northridge, CA; and nephews Matthew and Justin Warner. Dr. Phillips was Medical Director of Forensic Consultation Associates, Inc., a national firm that specializes in psychiatric consultations in civil and criminal litigation. He had extensive experience, both as a consultant and as an expert witness in the full range of cases, including capital sentencing proceedings at the trial and appellate level, class action litigation, and employment law. He served as a regular consultant to the U.S. Secret Service and the Department of Justice. Since 1996, he taught mental health law at the University Of Maryland Carey School Of Law. Dr. Phillips was a member of the House of of Delegates of the American Medical Association and a Distinguished Fellow of the American Psychiatric Association (APA). From 1993-1998, he served as the APA's Deputy Medical Director. From 2004- 2005, he served as President of the American Academy of Psychiatry and the Law. When not in a courtroom or classroom, Robert could be found with family, friends, and his beloved German Shepherds boating on the Chesapeake Bay, Cuban cigar firmly in hand. A visitation will be held Sunday, from 5 pm to 8pm at the Hardesty Funeral Home on 12 Ridgely Ave Annapolis, Maryland. A funeral Mass will be offered on Monday, April 28, at 10:30 am, at St John Neumann Catholic Church 620 N. Bestgate Rd. Annapolis, MD 21401 Interment Private.
