GALLAGHER, SAMUEL R., 26 year resident of Cape St. Claire, Annapolis, Md., passed away on May 12, 2014 at the Anne Arundel Medical Center, after suffering a heart attack. He was born on Feb. 16, 1965 in Grants Pass, Oregon, the son of Susan Otis and Sammy Joe Cowden. Sam grew up in Central Point, Oregon, where he graduated from Crater High School. He enlisted in the U. S. Navy, serving as a Cryptologic Technician Interpretative (Spanish Linguist) at the former Naval Security Group Activity, Fort Meade in support of the National Security Agency. He was awarded the Navy Achievement Medal and Good Conduct Medal during his five-year enlistment. Upon discharge, Sam worked as Publications Director for a non-profit, a government contractor, and an employee of the Department of Housing Urban and Development. During his 18 years at HUD, Sam served in various capacities including Department Web Manager, managing HUD's award-winning website, and Special Assistant in the Office of Multifamily Housing, underwriting multimillion dollar loans. Sam was a charter member of the Federal Web Managers Council and was part of the small team that wrote web policies for the Federal Government. Sam enjoyed world travel, reading, and sailing. He was proud of the fact that he had visited all 50 states and all but one continent. He participated in five Earthwatch programs, volunteering for adventures ranging from an archeological dig in Thailand to doing night watch over lions in Africa and frogs in Australia. Two years ago, he became an avid bicyclist, riding over 3,000 miles in 2013. Sam was active in the Cape St. Claire community for 17 years, serving in various capacities, including President of the Board of Governors of the Community Association, and helping form a nonprofit to preserve a historic farm in the area. Preceded in death by his mother, Susan Otis Gallagher, Sam is survived by Barbara, his spouse of 23 years; stepson Daniel Luczak (Susan) and grandson Jagger of Los Angeles, Calif.; his father Sammy Joe Cowden (Maryann) and half-brother John of Woodbridge, Va.; his step-father Larry Gallagher of LaPine, Oregon (Melody and Jamie); his half-sister Sharon (Chris) of Spokane, Wash.; half-brother Richard Gallagher of Medford, Oregon; his father-in-law Gene Falvo of Connellsville, Pa.; brothers-in-law Eugene Falvo (Sheryl) of Morgantown, W.Va., and Richard Falvo (Paula), of Hoffman Estates, Ill.; two nieces: Allison Gilbert (Jason and Peyton) and Kailee Falvo; and two nephews Craig Falvo (McKenzie, Ella and Miles) and Stephen Falvo; and his beloved dog Beckett and his cat Huxley. Family and friends will be received from 3 to 4 p.m. at the Barranco & Sons, P.A. Severna Park Funeral Home, 495 Ritchie Highway, Severna Park, Md. on Saturday, May 17. A tribute follows at the funeral home, with military honors provided by the Navy Information Operations Command Maryland's Honor Detail.
