Stuart E. Withers
CHILLICOTHE: Stuart E Withers of Chillicothe, OH went home to be with the Lord Thursday Dec.27, 2012. He was born August 11, 1924 in Moscow, Maine to the late George Alton and Harriet Withers. On August 30, 1945 he married the former Barbara Hammond who survives. Also surviving are daughters Janine (Richard) Shilling and Kristine (David) Anderson, both of Chillicothe, a granddaughter Alicia (Glenn) Myers-Leifheit of Washington and great grandson Grant Leifheit, brother Chester Withers of Maine and many nieces and nephews. He is predeceased by two brothers and a sister.
He was among the "Greatest Generation" serving his country from 1943-1946 in the Army Field Artillery of the 13th Airborne Division serving in the European theater of operations.
He attended the Penn State University
and was a 1949 graduate of the University of Maine with a BS degree in Civil Engineering. Stu worked for the Ohio Department of Transportation until 1952 working on highway design and construction. Upon leaving ODOT he was employed by Elmer S Barrett Associates, consulting engineers. He became an associate and chief engineer of roadway design. Later he was made a partner with the consulting engineering firm Barrett, Cargo, Withers and Associates where he worked for 54 years.
Stu was a life member of the National Society of Professional Engineers, the Ohio Society of Professional Engineers, and the local Southern Ohio Chapter, having served as State Officer for three years, member of the Executive Committee for eight years. He served as Officer and Chairman of Consulting Engineers of Ohio and a member of the Board of Governor's of Professional Engineers in Private Practice. Stu was also a member of American Legion Post 62. He was an active leader of the merger of Consulting Engineers of Ohio and the Ohio Consulting Engineers Council which presented him its highest award- Distinguished Consultant.
He was instrumental in overseeing and designing runways for both Athens and Ross County Airports.
Stu was active in civic and community affairs, serving on the Board of Walnut Street United Methodist Church, where he was a member over 50 years. He served on the Ross County Board of Health for 20 years and was honored by the City and County Board of Health for his outstanding service.
He served as a volunteer for training of the 216th Engineer Battalion of the 16th Engineer Brigade of the Ohio National Guard and was bestowed with the rank of "honorary colonel" for his engineering participation in the design and construction of the Tecumseh road and parking He served on the Board of Directors and the Executive Committee of the Scioto Society and is a life member. They presented him with the "Silver Arrow Humanitarian Award".
He was an active board member of the South Central Ohio AAA serving as Chairman and Vice Chairman.
A memorial service will be held 2 p.m. Sunday, December 30, 2012 in Walnut Street United Methodist Church with Pastor Scott Smith officiating. Military honors will be conducted by the Ross County Veterans Honor Guard. There will be no calling hours. Arrangements are under the direction of the WARE FUNERAL HOME.
