David Edward Lycan
Tallahassee, FLA. - David Edward Lycan, 74, of Tallahassee, passed away on December 5, 2012 at his home.
David was a native of Valley City, North Dakota and had lived in Florida since 1946. He graduated from DeLand High School in 1956. He would go on to earn his Bachelor's degree from Yale University and later his Master's from the University of Florida. He also served in the U.S. Army.
David served as Staff Director for the Florida House of Representatives Sub-Committee for K-12 Education and later as a Consultant for Mixon and Associates of Tallahassee.
David's hobbies included raising tropical fish, canoeing the rivers of NW Florida, white water rafting on the Colorado and Snake Rivers; and traveling throughout the U.S. and Europe.
There will be a Visitation from 4:00pm-6:00pm on Wednesday, December 12, 2012 at the Bevis Funeral Home Chapel (www.bevisfh.com or 850/385.2193). At 6:00pm the Family will invite Friends to share thoughts in memory of David. In lieu of flowers, the family would like memorial contributions sent to Big Bend Hospice at 1723 Mahan Center Blvd., Tallahassee, FL 32308.
David is survived by his brother, George Lycan (Pat) of Asheville, NC; two sisters, May Matthews (Fred) of New Smyrna Beach, FL; and Barbara Miller (Roger Young) of Arden, NC; and seven nieces and nephews.

I worked with Dave on education policy and budget.Dave was the absolute master of the FEFP and handled his legislative presentations with style and grace. He was generous and helpful when I needed help. Prayers for him and his family and friends.

In his earlier days with the Florida Legislature and my beginning days working on education issues, Dave was an excellent teacher for me. His counsel to me was always helpful and on the mark.
