At an early age, he united with China Grove Baptist Church, where he attended Sunday School, sang in the choir, and was a faithful church member; for 47 years, he was a member of Farish Street Baptist Church, Jackson, MS.

Graduating from Terzia High School of Monroe, LA, Monroe excelled in football and track and field, gaining the attention of various college recruiters. He graduated from Alcorn A&M College, Lorman, MS, with a Bachelor of Science Degree in Industrial Arts Education and furthered his education at Jackson State College, earning a Master of Science Degree in Administration and Supervision.

Monroe served two years in the United States Army. His love for his fellowman was demonstrated freely in his neighborhood, church, and to family and friends; lives of many people were touched by his generosity, conversation, and surprising wit.
